Provisional results of Sunday’s election show that the ruling CPP won 68 seats and the CNRP won 55 seats. COMFREL reported a slightly different result with CPP winning 67 and CNRP 56. CPP lawmaker, Chheang Von, said that CPP may form a government without CNRP. “If we form a new government with CNRP, the democracy will be meaningless,” he told reporters yesterday. He added that in a democratic country, there should be a ruling party and opposition. NEC Secretary General Tep Nitha said 6.7 million people voted on Sunday.
The opposition CNRP has rejected the unofficial result of Sunday’s election, citing widespread problems such as duplicate names, missing names and fraud at the polls. The CNRP called for a technical joint committee to investigate all the irregularities and to conclude work by August 31. The US State Department also issued a statement expressing concerns over the vote-fraud allegations and called for a credible investigation. NEC Secretary General Tep Nytha said forming a joint-committee is beyond the ability of the NEC. Analysts said the CNRP’s demand could delay the inauguration of parliament and formation of the new government.
291 international observers from International Conference of Asian Political Parties (ICAPP) and the Centrist Asia Pacific Democrats International (CAPDI) released a joint-statement saying Sunday’s election was “free and fair”. When asked about the duplicate names and missing names on the voter list, secretary-general of CAPDI Mushahid Hussain Sayed said that no country held totally fair election and the apparent flaws did not affect the election process. ICAPP’s Secretary-general Chung Euiyong said the expenses of observers were on the CPP.
Though the ruling CPP claimed election victory, its parliamentary majority shrank from 90 seats in last mandate to 68 seats. Political analysts say this shows a decline in Hun Sen’s popularity. However, officials inside the CPP said the victory shows people’s acceptance of PM Hun Sen to lead the country, and the reduced parliamentary seats did not reflect his popularity. Written in an email Information Minister Khieu Kanharith called the election a wake-up call for the CPP, but the strong point of the CPP is its adaptability to change.
The CPP issued a statement yesterday dismissing a rumor that incumbent Prime Minister Hun Sen has gone abroad and that he has resigned from the Prime Minister position. The statement said that PM Hun Sen remains in Cambodia and is ready to lead the new government as the Prime Minister.
Groetjes!
